Chandigarh: CM Capt Amrinder Singh is unaware of the developments in the Home Department, as officers wanted the Department to wind off and CM is asking from Government of India for increase in the reimbursement of expenditure.
Punjab Home Guards and Civil Defence is a Department which came into being under the Directorate of Home Guards and Civil Defence Government of India, to assist the BSF in case of war and Civil Administration in case of Natural Calamities. At present the Home Guards are assisting Punjab Police in Law and Order Duties. Earlier they had assisted Paramilitary and Police during the Anti Militancy Operations.
For the last 1 Year there has been internal movement of some officers (Suresh Kumar CPS, Anurag Aggarwal IAS, V K Bhawara IPS) to close down the department just to satisfy their own egos. As one of the Officers became Head of the Department (Commandant General) from the Punjab Home Guards Cadre. which was not liked by (Suresh Kumar CPS, Anurag Aggarwal IAS, V K Bhawara IPS). Even as Punjab and Haryana High Court upheld the decision that Punjab Home Guards Cadre can Head the Department, Suresh Kumar CPS and Anurag Aggarwal IAS appointed V K Bhawara as Head of the Department. So there are now 2 Head of the Departments and there is complete chaos in the Department. When things started getting out of control, these officers clouded among themselves and started the process of unwinding the department, without informing the Punjab Cabinet. Recently a letter came into the Public Domain Dated 23/7/2021 from the Finance Department asking for some clarifications.
Interestingly Capt Amrinder Singh wrote a DO Letter to Amit Shah asking for the revision of policy for the allowances to Home Guards Volunteers Dated 29/7/2021, which clearly shows that Capt Amrinder Singh does not know that what his officers are doing in the Government.
Winding up of the Department means that 12,000 Plus Volunteers will be rendered Jobless in just one stroke of the PEN and their families will come on the road, but now they are saved with this letter of Chief Minister.
